Soifon listened to Yukino calmly, then shoo her head softly, "A strong relationship does not weaken you. A few bad experiences should not be allowed to speak for the rest."
"While they can be painful at times, a strong relationship is what put me in the Captain's seat as it drove me to be stronger, and has come back to reward me," she confided calmly.
"Do not be so afraid of relationships, but if you must, be cautious about the people you meet. Follow your instincts to know if you can trust them, or not. Sooner or later a bond will pay off, and I've found that even one is necessary."

She wasn't going to make Yukino trust her, but honestly, it was obvious she could. She'd only hope that this woman could follow the advice given out, and could act on it to help get her life back to something closer to happy, and, well, that she'd do something for the division.
She wasn't about to nag her to do anything as she decided to see if her faith in this woman would paid off.
