No, that's too powerful of an ability because she can spam low level kido that's as strong as mid level kido.
I think, perhaps, you should ditch kido augmentation as you're having difficulty balancing it.

NO! NO double strength kido. A lvl 30 Kido would hit like a lvl 60 kido by that.
Again, you seem to have trouble balancing out Kido.

"Tenkou (Lady of Heaven): This is a strange ability that allows her greater control of her kidou. With this she can fire up to 10 of kidous 1-10 at the same time , 3 of kidou 11-20 at the same time and 2 of kidou 21-40 at the same time. It has no effect on kidou above 40 except for a 2% enhancement in power and speed. Kidou 1-40 are enhanced by 20% in power. "
Denied all together. My advice would be to stop trying to enhance your Kido.

"Tenkou (Lady of Heaven): This ability is activated by her thrusting her sword into the sky and then swiping it at the opponent. Twenty bolts of lightning will fall from the sky in the direction of her swing. These are roughly twice as strong as her byakurai. The attack ends when she thrusts her sword at her opponent and another bolt of lightning is launched roughly three times as strong as byakurai. If hit by a bolt the bolt will be sustained for a bout five seconds to shock the opponent and hold them there. Stronger opponents will be able to escape this more easily. "
Seems too powerful for a Shikai attack.

I suggest making the 5 bolts as strong as her Byakurai, and her finishing bolt twice as strong.
