35 would be the absolute highest all around.
You have seen the full Kido list, right? You need to understad the arsenal that even 35 levels of kido offers, and the sheer destructive force of those above that only the truely powerful should hold.

I'm not interested in gimping your character. 1 is extremely underkill, and I feel it'd just lead to some resentment.
I suggest you calm down, and try once more when you have a level head.
