Personality:

Katsumi was selfish, and uncaring before his hollowification, not caring for anyone elses safety if he could gain power. People who fought beside him, and, in some cases, superiors, have been killed or injured because of this, when on missions that should have run smoothly. He is arrogant and reckless, and cares for nothing but to advance his own rank and power.
This would eventually lead him to find the process of hollowification, forever changing his life.
In his current Arrancar form, he is often controlled and calm, a trait taken from the Hollow he absorbed in the Hollowification. He will not, however, be looked down upon, as he still keeps Katsumi's desire to rise through the ranks of the Arrancar.

Appearance:

Katsumi once a Shinigami, wearing Shinigami robes of the 5th division. He had gelled down hair parted to the right side, with brown eyes.
When changed into a Arrancar, he changed his hairstyle, keeping it rather combed down, parted slightly to the left side, and his eyes changed from brown to gray. Other than these, he looks similar to his original form.
His Hollow mask is located in the back of his neck, usually unnoticeable from the front. His Hollow hole is located in his left shoulder, usually hidden, again, by his Shinigami uniform.

Arrancar Powers:

Kidou- Unique among Arrancar, because of being a Shinigami changed to Hollow. He can use a few low level Kidou, which often catch Shinigami opponents off guard.

(Also, while not considered a power, he can often attack Shinigami, because, besides his hollow mask and reiatsu)
His second power is to mask his reiatsu, which he must funnel his energy to do, and can never seem to cover it completely, which is usually picked up by higher level shinigami before he has a chance to strike.

Natural Arrancar Powers:

Cero- Fires a red cero from a flat palm. Medium power.

Bala- A quicker form of cero, also red. Medium power.

Hierro- A medium hierro, though it increases by a great deal in his resurreccion.

Resurrección Appearance::

Katsumi takes the form he took when he was battling the Inner Hollow for control, with a black line going down the center of his body, with two others going down his arm. A mask covering his face is a simple upside-down red triangle with two eye holes, connected through skin that seems to stretch to hold it. He has a long katana going down the side of his arm, reaching far longer than the blade he uses in his unreleased state. He has long, fingers which can be sharp enough to cut through some softer objects (or his own, in case he cannot cut through with his sword).
In addition, while the Inner Hollow's personality shines while in his unrealsed state, the personality of his former shinigami self shines in the realeased, becoming reckless in fighting, and arrogant against his opponent.

Resurrección Abilities::

Tronada: As the name suggests, this ability creates an artificial thunderstorm within a large radius, which attacks random areas with lightning. It also is attracted moreso to someone higher up. (not unlike a natural thunderstorm). The force of a hit is greater than a natural lightning strike, though slightly slower. (When used in an RP, I will let the opponent decide if he's/she's getting hit. It would be too G-moddy if I just pull this out of my ass. This is mainly for the below abilities, and to "scare" the opponent into being more careful.)

Pararrayo(Lightning Rod): Katsumi raises the blade in his arm toward the storm, causing the lightning to strike the blade. Not only does this increase the power of the blade, but it will burn the opponent upon touch (unless they are strong enough to be unaffected). This effect is not as powerful as an actual lightning blast, of course. The ability needs 3 seconds of the blade in the air before the lightning strikes.

Tajo de rayo(Slash of Lightning): Releases half of the lightning energy in one slash, cutting through the air at the opponent. As it suggests, can only be used twice before the sword needs to be charged again.

History/Background:

Katsumi lived in the 1st District of the West Rukongai, immediately entering the Shinōreijutsuin when he was of age. Though he tried hard, he was behind on classes, leading him to hate others around him who excelled in them. Slowly, after many extra years, he graduated the Shinou Acedemy, becoming a lowly unranked officer in the 3rd division.
This infiriated him, angry at himself and others for becoming such a lowly tool. He wanted nothing else than to surpass these, as he believed, lowly nothings, and become a seated officer.

This lead him to search for ways to gain power, eventually finding the process of Hollowification. One way, he found, was to fuse himself with a hollow, which he did, using technology found stolen from the Shinigami Research and Development Institute.
The Hollow and Katsumi fought for control, with the winner being the Hollow. The shinigami fell, what he thought of, as a deep sleep.
Despite this, he "awoke" days later, immediately realizing that he looked exactly like he did before, Shinigami outfit and all. He was overjoyed, until he reached behind his neck, realizing the piece of his hollow mask stuck there. He felt a second of despair, but he quickly looked pass this, realizing the immense power.
He felt different from before. It seemed the two souls had become fused, the Hollow's more controlled personality more in check.
Though he wandered with this new power for days, he finally saw a Garganta open where Hollows were attacking. Taking the opportunity, he fled to Hueco Mundo, where he was immediately attacked by Hollows, believing him to be a full Shinigami. He easily cut them down, becoming even more excited from the power he had attained.
He was approached by a few Espada, who offered him a place in the Arrancar. Katsumi happily accepted.

RP Sample:

A shinigami ran in the rain, followed by three large hollows. The shinigami saw a figure in the distance, looking like a shinigami. She yelled out for help, to which the unknown Shinigami replied with a smile.
This shinigami was Katsumi Maki, who waved on the small Shinigami, who ran past him, hiding in an alley. Katsumi eyed the Hollows, who immediately retreated, knowing the plan was in motion.

The arrancar moved to the alley, following the shinigami's reiatsu.
"Are you okay?" he asked, the frightened shinigami shivering in the dark alley.
"Yes... Thank you," the girl stuttered, getting up.
"It's no problem... It's okay to be scared," Katsumi said, keeping the charade going.
The shinigami began running, but turned around at the last second, her eyes immediately fixated on small hollow mask on the back of his neck. Her fear did not stop her, the cold blade that ran across her back did that for it.
"You should be scared," Katsumi said coldly, his demeanor changed from warm and caring to cold and heartless in seconds. There was no need for acts now, the girl now lay broken and bleeding on the ground.
"You should definitely be afraid.." the arrancar said, stabbing his katana through the woman's skull.
The arrancar cleared the blood from the sword, putting it in its sheath. He waited for the Garganta from Hueco Mundo, and was about to step through when he heard a retort from one of the Hollows from before.
"An arrancar who can only kill from cheap attacks? What a pathetic waste!" the largest of the hollow said in a booming voice.
Katsumi turned around, looking at the Hollow with little emotion in his eyes.
"You have no right to speak, you lowly grunt. I am far stronger than you..." Katsumi began, then began walking toward the Garganta, "And I will become stronger than all Arrancar!"

The arrancar stepped through the Garganta, stepping into Los Noches, feeling a bit of satisfaction from his last kill.

Losing an entire limb and being able to regenerate it within minutes is very high-speed regeneration, not mid-speed at all. A single day or even days in regrowing severed limbs would be mid-speed, that being an entire arm or leg. I'm a bit iffy on the whole limbs being used to explode deal, just because he would just be like, impossible to kill, really. I mean; can he sever his own head and use it as a bomb? Does he die from blood loss at any time?

This is why self-limb sacrificing is very crucial in having both a limitation and a severe draw back. The damage is fine, but the price or toll it takes on his body should be explained in more detail.

Fixing. Thinking that regeneration requires energy to be channeled into it for the times (making longer as well), as well as a limited amount of regeneations in a fight (one, basically, for limbs, at least. Probably a few more for things like fingers and small stuff like that, though those don't really do much damage anyway. Unless someone decides to put it in their mouth cause it looks tasty.)
And for the head thing, no. If he uses ANY vitals, he can't grow them back. So pretty much limbs, mostly.

High speed regeneration is something we don't allow characters. It is far too much of a god-mod factor. Please revamp that power.

Meh, if it'll speed up the process I'll just make the regeneration sort of an out of combat feature. More like a few days, so it's more like (TIME SKIIIIIIIIIIIIIIIP) "O Hai guyz I gots a new arm look kk"
I wanna keep the don't bleed out part though, seeing as how it would suck to just bleed out all the time. And the hierro is pretty weak for it, it's not like I'm going to EVER be saved by it.

FIXED. Hopefully. The small layer of hierro will now only be useful for self-imposed injures.

I'm not sure if I like the fact that you can regrow limbs at all. It just seems like a way to be sort of like ulqui.

Perhaps a revamp of powers in general?
